About the Client
The client is a state probation agency responsible for supervising adult offenders and supporting public safety through community-based supervision programs. As part of a statewide initiative, the agency was preparing to expand its responsibilities to include juvenile probation services, significantly increasing the number of users, caseloads, and operational demands placed on its core case management system.
The organization needed confidence that its technology, processes, and organizational structure could support this transition without disrupting services to probation officers, administrators, courts, and other stakeholders.
Client Challenge
Our client needed to answer a critical question: Could their existing probation management system successfully support the addition of juvenile probation services and the resulting increase in system usage?
At the same time, the organization was experiencing lengthy turnaround times for system enhancements and growing frustration around how business and IT teams collaborated. Leaders were concerned that existing operational challenges could become magnified as the agency expanded its responsibilities.
Before making significant technology investments, they needed an objective assessment of:
- The scalability and performance of their existing system
- Current business and IT operating practices
- Process bottlenecks affecting delivery and responsiveness
- Data management and reporting capabilities
- The organizational changes required to support future growth
The agency engaged Capstone IT to evaluate its current environment and develop a practical roadmap to support a successful expansion.

Before making significant technology investments, they needed an objective assessment of:
- The scalability and performance of their existing system
- Current business and IT operating practices
- Process bottlenecks affecting delivery and responsiveness
- Data management and reporting capabilities
- The organizational changes required to support future growth
Our Approach
Our team conducted a comprehensive assessment across four key areas: People, Process, Technology, and Data.
Working closely with agency leadership, business stakeholders, and IT teams, we:
- Facilitated workshops and stakeholder interviews to understand current challenges and future requirements
- Evaluated the performance and scalability of the existing probation management system
- Assessed application architecture, infrastructure, and operational support models
- Reviewed software delivery practices, governance structures, and decision-making processes
- Identified organizational barriers impacting responsiveness and service delivery
- Developed a multi-year roadmap aligned to the agency’s expansion goals
Rather than focusing solely on technology, Capstone examined how people, processes, and governance were influencing overall system effectiveness.
Key Findings
Our assessment revealed that the agency’s core application was capable of supporting the anticipated increase in users and workload with targeted infrastructure and operational improvements.
More importantly, many of the challenges leaders attributed to the technology platform were actually rooted in organizational and process issues.
Recommendations:
People
Implement organizational changes to better align resources with business needs.
Clarify roles and responsibilities between business and IT teams.
Process
Empower the business to own requirements, prioritization, and decision-making.
Create a structured mechanism for end users to influence development priorities.
Technology
Optimize infrastructure to improve scalability and performance.
Implement targeted architectural improvements to support increased system demand.
Data
Launch a pilot data governance initiative.
Evaluate and plan for future data warehouse capabilities to improve reporting and analytics.

Key Findings
IT was unintentionally causing enhancement requests to move slowly through the organization.
The business lacked sufficient ownership of requirements and prioritization.
Existing processes made it difficult to implement changes quickly and efficiently.
The system architecture was capable of supporting projected growth with targeted infrastructure improvements.
The organization could avoid a costly platform replacement by addressing operational and architectural gaps.
Strategic Roadmap
Phase 1
Establish clear strategic priorities and targeted financial investments
Phase 2
Restructure Organizational Dependencies and Launch Agile Teams
Phase 3
Establish Data Governance and Expand Analytics Capabilities
The roadmap provided the leadership team with a practical plan for preparing the organization, its people, and its systems for long-term growth.
Results
By following the roadmap and implementing key recommendations, the agency successfully prepared its probation management system for expanded operations.
Key Outcomes
Following the assessment and roadmap implementation, our client successfully:
- Expanded services to include juvenile probation programs
- Increased the capacity of its probation management system
- Improved collaboration between business and IT teams
- Accelerated software delivery through Agile practices
- Established a foundation for data governance and reporting improvements
- Gained a clear plan for sustainable future growth
6-Month Follow Up
Six months after the assessment, the agency had already begun executing key elements of the roadmap.
- Capstone remained engaged as part of a blended delivery team.
- Agile practices were being adopted across the organization.
- Cross-functional teams were delivering enhancements on a regular cadence.
- Data governance initiatives were underway.
- Business and IT leaders were collaborating through shared ownership and prioritization processes.
Most importantly, the agency was successfully moving forward with its expansion plans and was positioned to support a substantially larger user community while responding more effectively to evolving operational demands.

The Capstone IT Difference
Rather than assuming a technology replacement was necessary, our team conducted a comprehensive assessment of the organization’s people, processes, technology, and data capabilities to identify the true barriers to growth.
